POVERTY ALLEVIATION IN INDIA!!

The above statements are the exerpts from an interview with world bank country director,India Micheal F carter who is finally packing up everything and hanging up his boots enroute to his home land.His exposition infact gave an overview of the troubles that are gripping today's indian economy.Many reforms have been planned in the past and frankly they are either being slowed down or being neglected with passage of time.I have many questions in my mind..firstly does the government is in support of reforms and accept the loans offered by world bank therevy leading to the acceptance of conditionalities imposed by the bank? If one accepts to the loan proposals then will it lead to improvement of econmic status or degrading it? For instance take the case of Andhra pradesh, during Naidu's regime many loans (over-burdened) were accepted from the bank in the name of development, but now the new govt. says it has increased economic load on a normal middle-class avergae salaried person.So does that imply improvement or degradation?? Also the common man in india is being faced with a very gruelling question..should we take the help of world bank in reforming country's economic status?? Southern states like Andhra and tamil nadu scored high on highways and road networks.Take the case of hyderabad , there had been significant increase of fly-overs in naidu's regime but these states have finally failed in the aspect of financial consolidation.Accoring to the interview the bank seems to stress on the aspect of empowerment , esp. women's empowerment.In fact this is the issue that has been raised way back.I seriously doubt weather it has lead to a growth in indian economic status.The figures explains the whole thing. So my concern is should we treat world bank as the major source of reformation....finally where does it lead??
